Beira Identifies Priority Investments to Strengthen Climate Resilience
With support from the Urban and Municipal Development Fund (UMDF), the municipality of Beira has completed its City Action Plan (CAP), identifying priority investments designed to strengthen resilience to floods, cyclones, and coastal erosion.
On 11 June 2026, the Municipality of Beira hosted a dissemination webinar to present the CAP, a participatory and technically grounded roadmap that translates climate risk diagnostics into an investment-ready pipeline for the city.
The CAP responds to Beira’s acute vulnerability to cyclones and floods, coastal erosion, sea-level rise, and the growing pressures associated with rapid urbanisation and informality.
The planning process articulated a shared vision of a climate-resilient, inclusive, and sustainable city where all residents enjoy safe living conditions and equitable opportunities, supported by robust governance, integrated infrastructure, and nature-based solutions. This vision was translated into a set of priority actions, from which four flagship investment concepts were developed:
P1: Climate Governance for Beira’s Resilience; establishing an institutional platform for climate coordination, risk-informed planning, early warning systems, an online climate portal, and a municipal climate fund.
P2: Integrated Upgrading of Informal Settlements for Climate Resilience; resilient housing, drainage, access roads, sanitation and waste services, and nature-based buffers to reduce flood exposure in high-risk neighbourhoods.
P3: Modernisation of the Road Network and Public Transport System; climate-resilient rehabilitation of priority corridors, drainage integration, pedestrian and inclusive mobility infrastructure, and modernised low-emission public transport.
P4: Beira Coastal Protection Programme; restoration of dunes, mangroves and wetlands, community-based coastal management, and innovative financing approaches including blue carbon.
The CAP marks a transition from strategic planning to investment preparation, providing a pipeline of priority projects that can now be advanced through feasibility studies, detailed design, and financing mobilisation. The webinar concluded with a call for development partners to engage in the next phase of project preparation and investment financing.
This support was delivered through the UMDF’s African Cities Program (ACP), a flagship initiative that provides technical assistance and mentorship to municipal authorities across Africa. The programme helps cities strengthen urban governance, improve planning and project preparation capacities, and develop investment-ready projects capable of attracting public and private financing.
