The Mid-Term Review will cover the following areas:

Strategic Relevance: Alignment with AfDB's strategic direction, global urban development goals, and relevance to African urban development priorities.

Organizational Effectiveness: Assessment of governance, management systems, resource allocation efficiency, and internal processes.

Development Effectiveness: Progress in implementing UMDF's Strategy and Business Plan, achievement of results, and effectiveness of adaptive management practices.

Portfolio Performance: Analysis of geographic/thematic distribution, implementation rates, climate and gender mainstreaming, and likelihood of projects progressing to implementation.

Forward-Looking Strategy: Recommendations for strategic adjustments, risk management improvements, and results framework updates as needed.
