The Bank has set in motion an initiative that targets cities to prepare them to go to financial markets by providing technical support on the relevant tools and instruments of capital markets.

From May 29 to June 3, 2023, in Johannesburg, some 50 representatives of African municipalities trained and shared experiences on infrastructure and service financing, with a special focus on access to capital markets. The workshop was organised by the African Development Bank and United Cities and Local Governments (UCLG).

The Johannesburg workshop followed a first training session, held in September 2022 in Abidjan, which included 44 participants from 26 countries on the continent. The 2023 training enlarged the number of participants and included an additional 10 cities.

Through the training, the AfDB also demonstrates its many financing instruments accessible to countries and to cities through its Guidelines for Subnational Finance. The AfDB is the first among MDBs to develop such guidelines for lending directly to Sub-sovereign entities such as cities, counties, states and other local governments.
