Affordable Housing Toolkit for Municipal Authorities in Africa
The toolkit responds to the growing need for practical solutions to address Africa’s housing deficit and strengthen the role of local governments in housing delivery. It provides municipalities with actionable guidance on housing strategy development, land management, municipal finance, public-private partnerships, project preparation, and climate-resilient housing solutions.

Affordable housing remains one of the most pressing urban development challenges facing African cities. Rapid urbanization, limited municipal resources, weak housing finance systems, and rising land costs continue to widen the gap between housing demand and supply across the continent.
To help municipalities respond to this challenge, the Urban and Municipal Development Fund (UMDF), in partnership with Shelter Afrique Development Bank (ShafDB), has developed the Affordable Housing Toolkit for Municipal Authorities in Africa. The publication provides practical guidance, implementation frameworks, templates, and case studies covering the full affordable housing delivery cycle.
Built around the VIRAL framework (Vision, Institutions, Regulators, Actors and Local Initiatives), the toolkit helps cities strengthen planning, mobilize finance, improve land management, engage stakeholders, and prepare bankable affordable housing projects. Drawing on experiences from across Africa, it offers actionable recommendations and practical tools to support municipalities in delivering inclusive, resilient, and affordable housing solutions adapted to local contexts.
