African Cities Program

The African Cities Program (ACP) prepares City Action Plans in all participating cities, in order to assess a city’s development status, analyze key challenges including climate risk vulnerabilities, identify and undertake initial prioritization and estimation on 3-5 key projects, and develop an actionable plan for implementation.

This Field Manual is a distilled version of the detailed African Cities Program Methodology (see PDF) document to be used during initial engagement of AfDB with city governments, external service providers, and stakeholders to provide an overview of the key stages and phases, particularly the activities of the first two phases on Initiation and Action Planning.
