An "Affordable Housing Toolkit" for Municipal Authorities in Africa

The Urban and Municipal Development Fund (UMDF) and Shelter Afrique Development Bank (ShafDB) officially launched the Affordable Housing Toolkit for Municipal Authorities in Africa during the World Urban Forum (WUF) held in Baku, Azerbaijan, in May 2026.

The toolkit responds to the growing need for practical solutions to address Africa’s housing deficit and strengthen the role of local governments in housing delivery. It provides municipalities with actionable guidance on housing strategy development, land management, municipal finance, public-private partnerships, project preparation, and climate-resilient housing solutions.

Affordable Housing Toolkit for Municipal Authorities in Africa

Structured around the VIRAL framework (Vision, Institutions, Regulators, Actors and Local Initiatives), the publication combines implementation tools, templates, and African case studies to help cities move from policy ambitions to bankable and scalable housing projects.

The launch at WUF 2026 offered an opportunity to showcase the toolkit to urban practitioners, development partners, local governments, and housing stakeholders from across the world, reinforcing UMDF’s commitment to supporting African cities in delivering inclusive, resilient, and affordable urban development solutions.
